On March 20, 1998, Nick Saunders of Ottawa answered:

"given that my dad, brother and myself are in the background, I can confirm that this is a picture of Gilles going into the hairpin corner at Circuit Notre Dame, as I believe it was called in those days.  My dad [centre of picture] is wearing what appears to be a straw hat and my little brother is leaning against the fence."  [Nick is the tall one with the camera bag over his shoulder, left of father.]
