Here is the  receiver style hitch ,model # VR8091R
 it is 1-1/4"  that will accept bicycle carriers and other attachments,

You and your Significant other  will love this feature,,,,No more knocking your shins on that hitch!

The hitch sits directly below the bumper,, the angle of the photo makes it look like it protrudes,

If your bumper is different,,, it may have a different mounting angle.  I am not sure what year is different yet..
It seems that the plastic bumpers on the Carat or 1990 or 1991 are different.
Please Check your Tow Loop angle with the quick home made gauge shown below  near the bottom of this page.

All you need to install this hitch is a 3/4" wrench!
 

Fixed Tongue style: model # VF8091F

This hitch fits '80 to '91 Vw Vanagon , very similar to the receiver style.
It accepts any size ball with a 3/4"  stud,,  usually available in 1-1/8"  up to 2-1/8" including the standard 1-7/8" and 2"
The ball attachment is fixed and cannot be removed.
